The Government of Cape Verde, in collaboration with Invest International (ORIO Fund from the Kingdom of the Netherlands) and the OPEC Fund for International Development (OFID), proudly announces the ongoing development of the Mindelo Cruise Terminal at Porto Grande. This ambitious project is set to position Cape Verde as a premier cruise destination and represents a strategic investment in the country’s tourism infrastructure.
Project Overview
The Mindelo Cruise Terminal Project aims to modernise and expand Porto Grande’s capabilities while ensuring compliance with international maritime standards. The new terminal will feature state-of-the-art facilities, including a 400-meter jetty designed to accommodate large cruise ships, a Visitor Welcome Centre, and a transportation hub. The construction also includes dredging operations to optimise port depth, as well as the rehabilitation of quay #9, a former fishing quay that will be adapted for new functions.
The project, structured in multiple phases, includes the implementation and operation & maintenance stages. The construction and equipment phase is being carried out by a consortium led by MOTA-ENGIL and EMPREITEL FIGUEIREDO under an EPC/Turnkey contract, with technical assistance from ARTELIA and NORVIA.
Environmental and Social Responsibility
A key priority of the project is ensuring that construction and operations follow sustainable practices. Extensive environmental and social impact assessments have been conducted, incorporating feedback from stakeholders. The Environmental and Social Management Plan (ESMP) addresses key concerns such as water quality, biodiversity conservation, waste management, and noise reduction. Additionally, awareness campaigns on road safety and public engagement sessions are being implemented to involve the local community in the project.
Advancing Sustainability with Onshore Power Supply (OPS)
The Mindelo Cruise Terminal is also preparing for the implementation of an Onshore Power Supply (OPS) system, which will allow ships to connect to shore power, reducing greenhouse gas emissions. The infrastructure is being designed to support the simultaneous connection of two vessels, ensuring compliance with international regulations aimed at reducing emissions in ports.
Cruise Destination Development Plan (CDDP)
Beyond infrastructure, the project includes a Cruise Destination Development Plan (CDDP) aimed at strengthening Cape Verde’s position as a leading cruise destination. The plan focuses on improving shore activities, enhancing hospitality services, and fostering sustainable tourism. By collaborating with local businesses and international stakeholders, the initiative seeks to boost economic opportunities for the region.
Cruise tourism in Cape Verde has been steadily growing, with 171 cruise calls and nearly 87,000 passengers recorded in 2023. The most up-to-date cruise traffic data for 2024 indicates 250 ship calls and 110,554 passengers.
The new terminal is expected to further drive growth, with projections indicating increased
cruise traffic in the coming years. The operations management team will work closely with cruise lines and tourism stakeholders to develop new experiences for visitors and enhance the overall passenger experience.
Future Prospects
The Mindelo Cruise Terminal Project is set to be a game-changer for Cape Verde’s tourism industry, fostering economic growth and positioning the country as a competitive player in the global cruise network. The construction works are expected to be finalized by the end of March 2025. With continued investment and commitment from international partners, the project is poised to make Cape Verde a top-tier destination for cruise travellers worldwide.
